Who is eligible to contribute to a health savings account?

You must have a qualified high-deductible health plan. You CANNOT be covered by any other insurance that reimburses you for incurred health care expenses—unless it is another qualified HSA plan. Flexible spending arrangements (FSAs) and health reimbursement arrangements (HRAs) may also pose an ineligibility problem UNLESS they are for a limited purpose (e.g., dental and or vision), or post the HSA minimum deductible, and expenses are paid after your deductible is met.

In addition, you cannot be enrolled in either Medicare or Medicaid and have an HSA, nor can you have an HSA if you received benefits from the Veteran’s Administration within three months of establishing an HSA.
