Can you enroll in a CDHP without an HSA account?

A CDHP isn’t a CDHP without a healthcare account, but a CDHP doesn’t have to be structured with a Health Savings Account (HSA) in order to be a CDHP. HSAs are governed by the Internal Revenue Service (IRS), which determines who is and who is not eligible, and which creates the regulations regarding the funding and distributions of funds in the HSA.

An important requirement of the HSA law that differentiates HSAs from FSAs and HRAs is that consumers must purchase a qualified high deductible health plan (QHDHP) to establish and fund a HSA. What this means is that the QHDHP must meet certain deductible and maximum out-of-pocket limitation requirements.
